The Punjab State Board
of Technical Education & Industrial Training is an autonomous statutory
authority created under “The Punjab State Board of Technical Education &
Industrial Training 1992 Act” for regulating and controlling academic
standards in institutes of Technical Education and for making admissions
& conducting examinations in Polytechnics and Industrial Training
Institutes. |
Punjab is
predominately an agricultural state but with changing scenario in the
country industrialization has taken fore front. With the
industrialization the need for technical man power at various levels has
increased many folds. Further, in order to provide employment
opportunities for the people of backward areas., border areas and
economically weaker section the Govt. of Punjab has established ITI’s
and Technical Institutes even in the remotest area of the state. The
objective of the Board is to upgrade the quality of technical education
by way of coordinating and evaluating the technical institutions by
fixing yardsticks in terms of affiliation, examination and certification
so that the quality of the technical education is upgraded. |
The Board physically
came into existence and started functioning independently from 1st
February 1993. Initially the senior staff members from the Directorate
of Technical. Education of Punjab were sent to the Board on deputation
for day to day activities. Gradually the Board started building its own
employees by making contractual appointments. |

· Role
of affiliated body |
Punjab State Board of
Technical Education & Industrial Training is an advisory and executive
body for the Govt. of Punjab in terms of diploma and ITI courses through
out the state. |

· Structure
and member composition: |
The Board shall consist of the Chairman and following Constitution of
members, namely:- |
I.

Secretary to Government, Punjab, Department of Technical Education
and Industrial Training; |
(ii)
Secretary to Government, Punjab, Department of Finance;

Secretary to Government, Punjab, Department of Planning; |

representative of All India Council for Technical Education |
(v) One
representative of Government of India in the Ministry of Labour, dealing
with the subject of craftsman training; |
(vi)
Director of Industries, Punjab;

(vii)
Principal, Technical Teachers Training Institute, Chandigarh;
and |
(viii)
Director, Technical Education and Industrial Training, Punjab |

II. NOMINATED

(A)
Two members of the Punjab Legislative “Assembly to be nominated by the
Speaker, Punjab Legislative Assembly. |

III.
CO-OPTED MEMBER |
The Board
shall co-opt a person as its member having sufficient and adequate
knowledge of technical education and industrial training. |

IV.
MEMBER-SECRETARY |
1) The
Secretary to the Board shall be its Member-Secretary. |
2) The
Ex-officio members specified in items (i), (ii) and (iii) of
category I of sub-section (1), instead of attending meeting of
the Board by themselves, may depute an officer subordinate to them, not
below the rank of a Deputy Secretary and the officer so deputed shall be
entitled to take part in the proceedings of a particular meeting for
which they are deputed and shall also be entitled to vote at such
meeting. |

Meeting of the Board
of director is convened atleast twice a year in addition to emergency
sittings while the meeting of the statutory committees are convened
atleast three to four times in a year. |

In almost or the above
listed meetings, there is participation of the public through the
elected representatives of the State Govt., Industrialists, Eminent
educationist and Principals of the institutes. Even the students are
invited in the meetings ( of UMC committee, appeals etc) the issues
directly related to them. |

Proceedings of all the
meetings are prepared and circulated to all the members of the
committees and the decisions taken in the meetings are circulated to the
students through the Principals of the Institutes. |
